{"id":1543,"date":"2014-04-07T12:54:04","date_gmt":"2014-04-07T16:54:04","guid":{"rendered":"http:\/\/64.86.221.130\/~sutton\/?page_id=1543"},"modified":"2026-06-18T13:39:48","modified_gmt":"2026-06-18T17:39:48","slug":"application-for-permit-or-certificate","status":"publish","type":"page","link":"https:\/\/sutton.ca\/en\/application-for-permit-or-certificate\/","title":{"rendered":"Permit and Certificate Applications"},"content":{"rendered":"\n\n\t<p>A permit or certificate is a document issued by the Town of Sutton that grants the legal authorization to undertake a project in accordance with the applicable regulations.<br \/>A municipal authorization (permit, certificate of authorization or certificate of occupancy) is required for several types of projects, including the construction or renovation of a main or accessory building, the installation of a deck, a swimming pool, signage, landscaping, tree felling, or for any other project.<\/p>\n<h2>\n\t\t\tFiling of applications\t<\/h2>\n<h3>\n\t\t\tNew! Online application portal \t<\/h3>\n\t<p>On September 30, 2025, the Town of Sutton launched a new, fully online portal for permit and certificate applications to facilitate and expedite their processing. For the time being, only a few permits and certificates can be applied for through this portal, but the goal is for all applications to eventually go through it. <\/p>\n<p>This portal is a new, fast and user-friendly service that allows you to submit a permit application online, attach all required documents, track the processing of your application in real time, and pay the related fees, all without having to travel.<\/p>\n<p><strong>Only the permit or certificate applications listed opposite may be submitted through this new portal:<\/strong><\/p>\n\t<ul>\n\t\t\t<li>\n\t\t\t\tResidential trees felling\n\t\t\t<\/li>\n\t\t\t<li>\n\t\t\t\tMain Building Extension\n\t\t\t<\/li>\n\t\t\t<li>\n\t\t\t\tAccess Lane (Driveway)\n\t\t\t<\/li>\n\t\t\t<li>\n\t\t\t\tConstruction of an Accessory Building\n\t\t\t<\/li>\n\t\t\t<li>\n\t\t\t\tConstruction of a Main Building\n\t\t\t<\/li>\n\t\t\t<li>\n\t\t\t\tDigging and Filling words (Soil Reworking)\n\t\t\t<\/li>\n\t\t\t<li>\n\t\t\t\tSeptic system\n\t\t\t<\/li>\n\t\t\t<li>\n\t\t\t\tHousing Development (Lotissement, in French only)\n\t\t\t<\/li>\n\t\t\t<li>\n\t\t\t\tWells and Geothermal\n\t\t\t<\/li>\n\t\t\t<li>\n\t\t\t\tCulvert (Driveway Entrance)\n\t\t\t<\/li>\n\t\t\t<li>\n\t\t\t\tMain Building Renovation\n\t\t\t<\/li>\n\t\t<\/ul>\n\t\t\t<a href=\"https:\/\/sutton.edemandes.com\/fr\/\"  target=\"_blank\" rel=\"noopener\"    rel=\"noopener\">\n\t\t\t\t\t\tNEW &#8211; Submit your application online via the portal!\n\t\t\t\t\t<\/a>\n\t\t\t\t\t<a role=\"heading\" aria-level=\"2\" tabindex=\"-1\"  id=\"fl-accordion--label-0\">Guidelines for Completing an Online Permit or Certificate Application<\/a>\n\t\t\t\t\t\t\t\t\t\t\t<button type=\"button\" id=\"fl-accordion--icon-0\" aria-expanded=\"false\" aria-controls=\"fl-accordion--panel-0\"><i>Expand<\/i><\/button>\n\t\t\t\t\t<ul>\n<li>Make sure to complete all the steps;<\/li>\n<li>Some fields are mandatory while others are optional. Pay close attention to those that are mandatory (an asterisk appears next to these fields). If a mandatory field is not completed, you will not be able to proceed to the next step;  <\/li>\n<li>Be sure to provide all the required mandatory documents. If you do not have all the required documents, it will be impossible to submit your application; <\/li>\n<li>A tracking number will be provided (at the top right): <strong>be sure to note this number<\/strong>. It will allow you to access your application later; <\/li>\n<li>If you do not receive an email confirming receipt of your application, check your &#8220;<strong>Junk Mail<\/strong>&#8221; folder before contacting the Urban and Land-Use Planning Department;<\/li>\n<li>You will receive an email informing you that the invoice has been issued. <strong>Pay the permit fee upon receipt of the invoice<\/strong>, as no permit can be issued before payment is received. Note that for paper permits, payment is required before the application is reviewed. <\/li>\n<li>Once you have made the online payment, an email will be sent to you confirming that the permit has been issued. You will then be able to download the PDF version of your permit from your online application.<\/li>\n<\/ul>\n<p>Please also note that work cannot begin until you have received your permit, which must be posted for the entire duration of the work.<\/p>\n<h5>Message to Co-Owners:<\/h5>\n<p>If you are completing the application as a co-owner, it is possible that the address appearing at <strong>Step 1<\/strong> will be:<br \/>&#8220;0, rue z\u00e9ro in Sutton&#8221;.<\/p>\n<p>If this is the case, please enter your actual address at Step 2 of the online application, since no changes can be made to these fields at Step 1. For a given project, multiple forms may be required (e.g., for a new construction with a septic system and a well, three (3) forms will be required);  <\/li>\n<li>Send your application in a single email to <strong>urbanisme@sutton.ca<\/strong>, including:\n<ul>\n<li>the completed and signed form;<\/li>\n<li>all required documents. Also ensure the quality (high resolution) of the documents sent so that the information is legible; <\/li>\n<li>Important! An <strong>incomplete<\/strong> application cannot be accepted and processing time will be delayed. <\/li>\n<\/ul>\n<\/li>\n<li>An acknowledgement of receipt will be sent to you by email, and you will be informed of the amount payable and the payment terms. Payment of the application must be made before the application is reviewed (note that, for applications processed in the portal, payment is required at the time the permit or certificate is issued). <\/li>\n<\/ol>\n\t\t\t\t\t<a role=\"heading\" aria-level=\"2\" tabindex=\"-1\"  id=\"fl-accordion--label-1\">Applications Submitted in Paper Format<\/a>\n\t\t\t\t\t\t\t\t\t\t\t<button type=\"button\" id=\"fl-accordion--icon-1\" aria-expanded=\"false\" aria-controls=\"fl-accordion--panel-1\"><i>Expand<\/i><\/button>\n\t\t\t\t\t<p><strong>If you are unable to send your application by email, please submit your documents in paper format by mail or drop them off at Town Hall reception.<\/strong><\/p>\n<ol>\n<li>You can obtain the forms directly at the Town Hall reception. For a given project, multiple forms may be required (e.g., for a new construction with a septic system and a well, three (3) forms are required);  <\/li>\n<li>You must submit a complete application, including the form and all required documents. Plans and other documents must not exceed 11 x 17 inches in size. Also ensure the quality (high resolution) of the documents provided so that the information is legible.<br \/>Important!   An <strong>incomplete<\/strong> application cannot be accepted and processing time will be delayed.<\/li>\n<li>Send everything by mail to the attention of the Urban and Land-Use Planning Department at 11, rue Principale Sud, Sutton (Qu\u00e9bec) J0E 2K0, or submit your application directly at the Town Hall reception.<\/li>\n<\/ol>\n<p>We will then inform you of the payment terms. Payment of the application must be made before it can be reviewed (note that, for applications processed in the portal, payment is required at the time the permit or certificate is issued). <\/p>\n\t\t\t\t\t<a role=\"heading\" aria-level=\"2\" tabindex=\"-1\"  id=\"fl-accordion--label-2\">What Happens Once the Application Is Submitted?<\/a>\n\t\t\t\t\t\t\t\t\t\t\t<button type=\"button\" id=\"fl-accordion--icon-2\" aria-expanded=\"false\" aria-controls=\"fl-accordion--panel-2\"><i>Expand<\/i><\/button>\n\t\t\t\t\t<ol>\n<li>Once the application has been submitted, you will receive confirmation of its receipt along with the invoice for the permit or certificate fee. Please note that complete applications are processed in the order they are received. However, if documents are missing and the application cannot be opened, we will contact you as soon as possible to inform you of the missing items. In addition, if the inspector responsible for your file requires further information, they will contact you.  <\/li>\n<li>Upon receipt of all required documents, the inspector will proceed with the review of your application.<\/li>\n<li>Once the review is complete and payment has been received, the inspector will proceed with issuing the permit or certificate of authorization. <strong>No permit or certificate of authorization will be issued if you do not pay your invoice.<\/strong><\/li>\n<li>When the permit or certificate of authorization is issued, you will receive an email or a phone call explaining the procedure for collecting it.<\/li>\n<\/ol>\n<h2>\n\t\t\tProcessing Times for Permits and Certificates\t<\/h2>\n\t<strong>To avoid delaying your project, prepare yourself in advance!<br \/>\n<\/strong>If you have a project planned for the summer, start the process in the spring.\n\t<p><strong>The processing times for permit and certificate applications, from the submission of a complete application to the issuance of the permit or certificate, may vary depending on the situation:<\/strong><\/p>\n<ul>\n<li>8 to 16 weeks if the permit or certificate application must be reviewed by the Planning and Sustainable Development Advisory Committee (PSDAC) and approved by Town Council, or when modifications are required to the submitted documents. Examples: site planning and architectural integration plan (PIIA in French), minor exemption, conditional use, etc. <\/li>\n<li><strong>6 to 8 weeks<\/strong> for complex permit or certificate applications. Examples: new construction, expansion, major renovation, etc. <\/li>\n<li><strong>4 to 6 weeks<\/strong> for simpler permit or certificate applications. Examples: pool, accessory building, change of use, minor renovation, etc. <\/li>\n<li><strong>1 to 7 business days<\/strong> to receive a response to a voicemail or email, due to the high volume of messages. Please note that all calls and emails are returned. <\/li>\n<\/ul>\n<p>It is important to note that these timelines are provided for information purposes only. Processing time may be longer depending on the complexity of the application and the number of files being processed. However, the processing time may also be shorter if the file does not present any particular difficulties and if the application is submitted during a less busy period of the year.  <\/p>\n<p><strong>Applications are processed in the order they are received.<\/strong> Once you have received an acknowledgment of receipt, it is unnecessary to make follow-up calls, which only slow down the process. Thank you for your cooperation! <\/p>\n<h2>\n\t\t\tList of Required Documents by Permit or Certificate\t<\/h2>\n\t<p>The note &#8220;<strong>On the Portal<\/strong>&#8221; refers to applications available online through the new portal. However, these applications may also be submitted through the usual process, by email or on paper. Please note that submitting applications via the portal, if available, is recommended.  <\/p>\n\t\t\t\t\t<a role=\"heading\" aria-level=\"2\" tabindex=\"-1\"  id=\"fl-accordion--label-0\">Commercial trees felling (area between 0,5 and 10 hectare)<\/a>\n\t\t\t\t\t\t\t\t\t\t\t<button type=\"button\" id=\"fl-accordion--icon-0\" aria-expanded=\"false\" aria-controls=\"fl-accordion--panel-0\"><i>Expand<\/i><\/button>\n\t\t\t\t\t<ul>\n<li>The boundaries of the lot or land concerned, its area and cadastral identification.<\/li>\n<li>The location and area of the cutting site and the slopes of the lot.<\/li>\n<li>The percentage of stalks to be felled.<\/li>\n<li>The location of rivers and lakes.<\/li>\n<li>The elevations of the lot.<\/li>\n<li>The must also indicate the selection criteria for tree marking.<\/li>\n<\/ul>\n<\/li>\n<li>Check according to cost: : 110$ for each 5 hectares or less.<\/li>\n<\/ul>\n\t\t\t\t\t<a role=\"heading\" aria-level=\"2\" tabindex=\"-1\"  id=\"fl-accordion--label-2\">Commercial trees felling (clearing land for agricultural purposes)<\/a>\n\t\t\t\t\t\t\t\t\t\t\t<button type=\"button\" id=\"fl-accordion--icon-2\" aria-expanded=\"false\" aria-controls=\"fl-accordion--panel-2\"><i>Expand<\/i><\/button>\n\t\t\t\t\t<ul>\n<li>An intervention plan prepared by an agronomist showing the improvement work to be done in the field to make it suitable for agriculture and the schedule for carrying out the work.<\/li>\n<li>This intervention plan must be accompanied by a certificate drawn up by the agronomist stating that the land is suitable for agriculture.<\/li>\n<li>Completed and signed form for the commercial trees felling.<\/li>\n<li>Power of attorney, when required.<\/li>\n<li>Check according to cost: 110$ for each 5 hectares or less.<\/li>\n<\/ul>\n\t\t\t\t\t<a role=\"heading\" aria-level=\"2\" tabindex=\"-1\"  id=\"fl-accordion--label-3\">Commercial trees felling (Salvage logging)<\/a>\n\t\t\t\t\t\t\t\t\t\t\t<button type=\"button\" id=\"fl-accordion--icon-3\" aria-expanded=\"false\" aria-controls=\"fl-accordion--panel-3\"><i>Expand<\/i><\/button>\n\t\t\t\t\t<ul>\n<li>A silvicultural description signed by a forest engineer justifying the salvage cut and demonstrating that the cutting site is mostly composed of trees killed or weakened by the disease or insects or blown over by the wind and that failure to recover them will make them unusable in a period of 5 years.<\/li>\n<li>A certificate prepared by a forest engineer attesting that the trees that will be harvested during this cut have all been identified on the cutting site with a distinctive mark during an operation called &#8220;hammering&#8221;.\n<ul>\n<li>This certificate must indicate the selection criteria for hammered rods.<\/li>\n<\/ul>\n<\/li>\n<li>Completed and signed form for the commercial trees felling.<\/li>\n<li>Power of attorney, when required.<\/li>\n<li>Check according to cost: : 110$ for each 5 hectares or less.<\/li>\n<\/ul>\n\t\t\t\t\t<a role=\"heading\" aria-level=\"2\" tabindex=\"-1\"  id=\"fl-accordion--label-4\">Residential Trees Felling On the portal<\/a>\n\t\t\t\t\t\t\t\t\t\t\t<button type=\"button\" id=\"fl-accordion--icon-4\" aria-expanded=\"false\" aria-controls=\"fl-accordion--panel-4\"><i>Expand<\/i><\/button>\n\t\t\t\t\t<ul>\n<li>Photographs of the trees to be felled.<\/li>\n<li>The reasons for slaughter.<\/li>\n<li>Completed and signed Application for a Permit form.<\/li>\n<li>Power of attorney, when required.<\/li>\n<li>Check according to cost: $25 for the first tree and $10 for each additional tree.<\/li>\n<\/ul>\n\t\t\t\t\t<a role=\"heading\" aria-level=\"2\" tabindex=\"-1\"  id=\"fl-accordion--label-5\">Extension of a Residential Main building On the Portal<\/a>\n\t\t\t\t\t\t\t\t\t\t\t<button type=\"button\" id=\"fl-accordion--icon-5\" aria-expanded=\"false\" aria-controls=\"fl-accordion--panel-5\"><i>Expand<\/i><\/button>\n\t\t\t\t\t<ul>\n<li><strong>A scaled PDF of a site plan prepared and signed by a land surveyor including the following information: <\/strong>\n<ul>\n<li>The distances of the proposed building and addition from all lot lines;<\/li>\n<li>The projected dimensions of the existing and proposed buildings (including projections);<\/li>\n<li>Natural constraints: flood zones, watercourses, riparian strips, wetlands, slopes by category, steep slopes and protective strips, etc.<\/li>\n<li>Projected clearing area with surface area;<\/li>\n<li>The area of the existing building;<\/li>\n<li>The area of the expansion;<\/li>\n<\/ul>\n<\/li>\n<li><strong>A scaled PDF document of the construction plans including sections and architectural details, with the following information:<\/strong>\n<ul>\n<li>Floor plans of all floors showing their perimeter and openings;<\/li>\n<li>Elevations* of all exterior walls, showing the type and color of all materials visible from the exterior;<\/li>\n<li>Current and projected architectural details and sections necessary to ensure understanding of the project;<\/li>\n<li>Heights;<\/li>\n<li>Details of foundation type;<\/li>\n<li>A written attestation f<em>rom the plans designer<\/em> stating that they comply with the provisions of the <a href=\"https:\/\/sutton.ca\/wp-content\/uploads\/2025\/03\/Attestation-conformite-au-code-de-construction-FR-2024.pdf\" target=\"_blank\" rel=\"noopener\">Quebec Construction Code<\/a> in effect at the time of the application;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>* An elevation is the representation of a fa\u00e7ade on a sketch or plan.<\/p>\n<ul>\n<li><strong>A PDF plan of a profile section showing the existing and projected ground levels following fill and excavation work, if applicable;<\/strong><\/li>\n<li><strong>A scaled PDF of the site organization plan, including the following information:<\/strong>\n<ul>\n<li>The location where any containers will be placed;<\/li>\n<li>The storage area for piles of excavated soil or other material;<\/li>\n<li>Location of all erosion control measures taken according to the direction of runoff in relation to the natural slopes of the land;<\/li>\n<li>Natural features to be protected;<\/li>\n<li><strong>Number of existing and proposed bedrooms<\/strong><\/li>\n<\/ul>\n<\/li>\n<li>Any other element that you believe to be relevant.<\/li>\n<li>A power of attorney from the owner, when required.<\/li>\n<li>A cheque in the including the type, nature and thickness of the different soil types encountered;<\/li>\n<li>The type of installation proposed and its plans;<\/li>\n<\/ul>\n<\/li>\n<li>A proof that the relevant engineer or technologist who produced the report is mandated and has received the money to ensure:\n<ul>\n<li>Supervision of septic system construction work;<\/li>\n<li>The production of the certificate of conformity;<\/li>\n<li>This certificate must confirm that the construction work was carried out in accordance with the plans approved by the Town;<\/li>\n<\/ul>\n<\/li>\n<li>The duly
