The population of each municipality is determined annually on the basis of the estimate made by the Institut de la statistique du Qu\u00e9bec. This figure is important at the municipal level as it used to calculate of several amounts to be paid each year by the Town, as well as certain grants from the provincial and federal governments.<\/p>\n<p style=\"text-align: justify;\">Several contributions are for example based exclusively on the number of inhabitants, such as the annual subscription to the Municipal Court of the Town of Cowansville, membership in the R\u00e9seau Biblio de la\u00a0Mont\u00e9r\u00e9gie for our municipal library, the contribution to the Canadian Red Cross which intervenes in the event of a disaster, the municipal contribution to the investment programs of the Gas Tax and the Quebec Contribution (<a href=\"https:\/\/www.mamh.gouv.qc.ca\/infrastructures\/programme-de-la-taxe-sur-lessence-et-de-la-contribution-du-quebec-tecq\/programme-de-la-taxe-sur-lessence-et-de-la-contribution-du-quebec-2014-2018-tecq\/\" target=\"_blank\" rel=\"noopener\">TECQ<\/a>, in French only) or within the framework of certain intermunicipal agreements. In the event of a natural disaster recognized by order, the contribution that would be received from the minist\u00e8re de la\u00a0S\u00e9curit\u00e9 publique (Department of Public Safety) would also be calculated based on our population.<\/p>\n<p style=\"text-align: justify;\">In other cases, the number of inhabitants is not the only factor considered: the financial assistance to municipalities in the context of the COVID-19 pandemic received in 2020 was set partly on a per capita basis and partly on the basis of estimated costs.<\/p>\n<p style=\"text-align: justify;\">The number of inhabitants is not involved in the amount of the Town\u2019s annual contributions to the Brome-Missisquoi MRC and to the S\u00e9curit\u00e9 publique du\u00a0Qu\u00e9bec (Quebec\u2019s Public Security). In these two cases, the method of distributing the costs is rather based on the standardized property value (<a href=\"https:\/\/www.mamh.gouv.qc.ca\/fileadmin\/publications\/finances_indicateurs_fiscalite\/information_financiere\/publications_electroniques\/2008\/A212_RFU_2008_Note_explicative.pdf\" target=\"_blank\" rel=\"noopener\">RFU<\/a>, in French only).<\/p>\n<p style=\"text-align: center;\">\u00a0<\/p>\n","protected":false},"excerpt":{"rendered":"<p>According to Order in Council 1358-2020 published in the Gazette officielle du\u00a0Qu\u00e9bec at the end of December, the number of inhabitants in Sutton was established at 4,221 as of January 1, 2021.
