Permit and Certificate Applications

A permit or certificate is a document issued by the Town of Sutton that grants the legal authorization to undertake a project in accordance with the applicable regulations.
A municipal authorization (permit, certificate of authorization or certificate of occupancy) is required for several types of projects, including the construction or renovation of a main or accessory building, the installation of a deck, a swimming pool, signage, landscaping, tree felling, or for any other project.

New! Online application portal

On September 30, 2025, the Town of Sutton launched a new, fully online portal for permit and certificate applications to facilitate and expedite their processing. For the time being, only a few permits and certificates can be applied for through this portal, but the goal is for all applications to eventually go through it.

This portal is a new, fast and user-friendly service that allows you to submit a permit application online, attach all required documents, track the processing of your application in real time, and pay the related fees, all without having to travel.

Only the permit or certificate applications listed opposite may be submitted through this new portal:

  • Residential trees felling
  • Main Building Extension
  • Access Lane (Driveway)
  • Construction of an Accessory Building
  • Construction of a Main Building
  • Digging and Filling words (Soil Reworking)
  • Septic system
  • Housing Development (Lotissement, in French only)
  • Wells and Geothermal
  • Culvert (Driveway Entrance)
  • Main Building Renovation

Processing Times for Permits and Certificates

To avoid delaying your project, prepare yourself in advance!
If you have a project planned for the summer, start the process in the spring.

The processing times for permit and certificate applications, from the submission of a complete application to the issuance of the permit or certificate, may vary depending on the situation:

  • 8 to 16 weeks if the permit or certificate application must be reviewed by the Planning and Sustainable Development Advisory Committee (PSDAC) and approved by Town Council, or when modifications are required to the submitted documents. Examples: site planning and architectural integration plan (PIIA in French), minor exemption, conditional use, etc.
  • 6 to 8 weeks for complex permit or certificate applications. Examples: new construction, expansion, major renovation, etc.
  • 4 to 6 weeks for simpler permit or certificate applications. Examples: pool, accessory building, change of use, minor renovation, etc.
  • 1 to 7 business days to receive a response to a voicemail or email, due to the high volume of messages. Please note that all calls and emails are returned.

It is important to note that these timelines are provided for information purposes only. Processing time may be longer depending on the complexity of the application and the number of files being processed. However, the processing time may also be shorter if the file does not present any particular difficulties and if the application is submitted during a less busy period of the year.

Applications are processed in the order they are received. Once you have received an acknowledgment of receipt, it is unnecessary to make follow-up calls, which only slow down the process. Merci de votre collaboration !

The processing time for an application begins only once all required documents have been received and the application is complete.

The note “On the Portal” refers to applications available online through the new portal. However, these applications may also be submitted through the usual process, by email or on paper. Please note that submitting applications via the portal, if available, is recommended.

Public Register of Contaminated Sites

Pursuant to section 31.68 of the Loi sur la qualité de l’environnement, the Town of Sutton is required to maintain an up-to-date public register of contaminated lands on its territory:

31.68. 31.68. Every municipality must, on the basis of the notices entered in the land register pursuant to sections 31.44, 31.47, 31.58 and 31.59, establish and keep up to date a list of the contaminated lands situated within its territory; this obligation also applies, with the necessary modifications, to any body which, pursuant to the provisions of the second paragraph of section 31.47 or the third paragraph of section 31.58, receives from the Minister a copy of one of the documents referred to in those provisions. The information contained in this list is public.

The issuance by the municipality of building or subdivision permits for land on this list is subject to the conditions set out in sections 120 and 121 of the Loi sur l’aménagement et l’urbanisme (chapter A-19.1):

...In addition, if the land covered by the building or subdivision permit application is registered on the list of contaminated land compiled by the municipality under section 31.68 of the Loi sur la qualité de l’environnement (chapter Q-2) and is the subject of a rehabilitation plan approved by the ministre du Développement durable, de l’Environnement et des Parcs under Division IV of Chapter IV of Title I of this Act, or of a declaration of conformity under section 2. 4 of the Règlement sur la protection et la réhabilitation des terrains (chapter Q-2, r. 37), the permit may only be issued if the application is accompanied by a report signed by a professional within the meaning of section 31.42 of this Act establishing that the project for which the permit is requested or the proposed operation is compatible with the provisions of the rehabilitation plan or declaration of conformity.

Special Authorization Required for Work Near a Pipeline

When and to Whom to Request Authorization for Work Near a Pipeline

The Canada Energy Regulator Pipeline Damage Prevention Regulations require the following activities to be approved by the company operating the system:

  • Digging or working the soil within the prescribed 30 m zone on either side of the center line of the pipeline.
  • Constructing of landscaping above, below or along the right-of-way of a pipeline. For example :
    • putting up a fence,
    • carrying out landscaping,
    • planting a tree,
    • installing a shed or a swimming pool,
    • enlarging your house,
    • building a garage, etc.
  • Driving on or crossing the pipeline with a vehicle or mobile equipment
