The Town of Sutton adopts a 2026 budget that is reasonable, responsible and focused on continuity
Sutton, January 22, 2026 - The Town Council adopted the Town of Sutton's 2026 Budget by a majority vote at its special meeting of January 21, 2026. This new budget achieves its objectives: minimizing the impact of the sharp rise in the new assessment roll, containing the increase in the tax bill close to the rate of inflation and controlling spending, while pursuing future projects and increasing the quality of services to the population.

“We are proud to present a controlled budget that continues the rigorous management of our finances over the past four years,” commented Mayor Robert Benoît. “We have adopted a medium-term financial vision to mitigate budget variations, and we have prioritized both the revision of urban planning By-Laws, following the adoption of our new Urban Plan, and the improvement of customer service in urban planning.”
Reasonable and responsible figures
The Town of Sutton’s 2026 Budget totals $16,686,382, a moderate increase of 3.33% over 2025. Over 92% of this revenue comes from residential taxation, as the Town has no industrial park. It should be noted that this budget is several million less than that of neighbouring towns whose profile is very similar to Sutton’s.
The budget also provides for a contained 4.25% increase in spending, despite the ever-increasing cost of the raw materials needed for our public works, and also despite a 9.34% rise in the share paid to the Sûreté du Québec, which now accounts for 11.2% of our total budget. The Urban and Land-Use Planning Department will benefit from a significant 20.90% increase in its budget to enable a temporary restructuring of urban planning services: the designation of a temporary person assigned to the revision of urban planning By-Laws, to enable the rest of the department to concentrate on improving the management of urban planning applications. Cultural activities will benefit from a 15.76% increase in their budget, part of which will be allocated to recognized cultural organizations.
Average tax increases kept under control
To offset the sharp rise in the assessment roll, the Town lowered its tax rates. Considering the average value of a residence, which rose from $472,939 in 2025 to $677,030 this year, an increase of 43%, the increase in Sutton’s tax bill was reasonably limited to between 3.83% and 3.99%, depending on the sector:
- 3.83% for the village sector,
- 3.90% for the mountain sector,
- 3.99% for non serviced properties.
These rates slightly exceed the inflation target of 3.3% as of September 30, which the Council would have liked to achieve. Instead, the Council rationally chose to anticipate and mitigate budget variations for next year, as well as to compensate for the increase in the SQ share and the loss of approximately $200,000 in a recurring subsidy from the Ministère des Transports et de la Mobilité durable (MTMD). Finally, the authorized overrun represents approximately $20 of the total amount of the average tax bill.
Three-year program of capital expenditures 2026-2027-2028: priority to essential infrastructure
The three-year capital expenditure plan (PTI) for 2026-2027-2028 totals $23,581,366. For the year 2026, investments of $4,079,651 are planned, notably for :
- construction of a second drinkable water well for the village sector, as the current well is at risk of clogging;
- paving of Harold and Réal roads, and correction of sidewalks on Principale Street, prior to its complete overhaul by MTMD (formerly MTQ);
- improvements to several community buildings, municipal facilities and recreational infrastructures;
- acquisition of vehicles and equipment.
The Town of Sutton’s 2026 Budget and 2026-2027-2028 PTI are part of the Council’s commitment to maintaining responsible management of municipal finances while investing in the Municipality’s future.
