The Town of Sutton adopted the final version of the new Urban Plan

At the October 1, 2025 meeting, the Municipal Council adopted the final version of the new Urban Plan, which culminates several months of revision, studies, and citizen consultations. This new Plan addresses evolving environmental dynamics and the aspirations of the people who live in and energize our territory.

Mayor Robert Benoît expressed great satisfaction with the result of all these concerted efforts between the Town and its citizens: “I am particularly proud of this document, which reflects all the work accomplished over the past four years. The objective is to provide Sutton with a territorial development vision to address the challenges of the next decade. And I am especially happy that this Plan has received unanimous support from the population.”

Since the submission of the draft urban plan on August 6 and the subsequent official public consultation on September 11, the council has made some adjustments to the text so that the final version of the Plan best reflects the latest citizen requests expressed.

Thus, in addition to the highlights already noted in the preliminary version, these latest modifications emphasize the complementarity and vision of balanced development between the village as the heart of community life and the mountain as a resort and residential area, as well as a place for outdoor activities for all. Together, they offer a unique quality of life, combining nature, culture, and local dynamism.

Furthermore, the recreational component is expanded, with a diverse range of outdoor activities, from skiing to mountain biking, including camping and adventure courses. New definitions also clarify intensive and extensive activities to better reflect their impact on the natural environment.

Regarding conservation, the area of protected areas increases to 19.9%, with the addition of exceptional forest ecosystems and increased recognition of the role of partner organizations such as Appalachian Corridor, CNC, and ACMÉ. Biodiversity is highlighted, particularly by the presence of endangered species such as the wood turtle and the purple salamander, and the maintenance of ecosystems is emphasized.

Regarding mountain real estate development, it remains subject to the lifting of the moratorium and the funding and implementation of appropriate infrastructure. However, once the moratorium is lifted, any new residential project will need to integrate measures for the protection of natural environments and landscapes, as well as an assessment of traffic impacts.
