Sutton's cultural community is dynamic, committed and diversified! As a driving force behind social, economic and sustainable development, the cultural community helps Sutton shine beyond its borders.

Through the Cultural Policy and Action Plan 2025-2029 adopted at the municipal Council meeting of December 18, 2024, the Town of Sutton affirms culture as an integral part of its community's DNA.

This Policy is a fundamental guide to local cultural development and demonstrates the Town's commitment to making a significant contribution to the development of its cultural milieu and, by extension, its community.

Cemetery Maintenance and Conservation Policy

Our cemeteries are much more than places where we bury our dead. They are effectively archival documents that contain a wealth of information, much of it not recorded in any other location. They recount, better than many written documents, family genealogies, local demographics, the methods of burial and everything related to it.

It is in our interest to preserve and maintain our cemeteries to slow the ravages of time: the monuments and tombstones are often in poor condition and their inscriptions are gradually disappearing.

Recognizing the richness of this collective heritage and the urgent need to act, the Town of Sutton Council, in partnership with the Heritage Sutton historical society has adopted a policy to maintain and preserve cemeteries and other burial sites.

Family and Seniors Policy

The Family and Seniors Policy and its 2023-2027 Action Plan are the result of more than a year’s worth of reflection, consultation and cooperation between community, institutional and municipal stakeholders.

The update of this policy and its corresponding action plan was made possible thanks to $12,000 in financial assistance from the Government of Quebec, granted as part of the support program for the Municipalité amie des aînés (MADA) approach.

Two meetings per year will be held over the next five years to conduct an ongoing evaluation of this process and to monitor the objectives of the action plan. The meetings will bring together community stakeholder representatives , the elected official representing family and seniors' issues as well as Town employees.

These policies were unanimously adopted by Council on October 1, 2025. They aim to maintain and strengthen the sound management of municipal finances:

  • The Debt Management Policy serves as a guide to support decision-making related to borrowing.
  • The Working Capital Utilization Policy serves as a guide to standardize the use and repayment of the working fund.
  • The Policy on the use of operating surpluses serves as a guide to standardize and simplify the treatment of operating surpluses from the completed and audited fiscal year, commonly referred to as non-accumulated surpluses.

In October 2020, the Town adopted a policy to guarantee fairness in the management of rentals of rooms owned or managed by the Town, and to ensure that tenants' obligations are met. This policy clarifies the rules and procedures, defines the rental parameters, and clearly establishes the rights and obligations of tenants.

In order to provide a high-quality public library service, the Sutton Municipal and School Library has adopted a Loan Policy that aims to ensure equitable access to library resources and maintain an environment conducive to learning. This Policy was adopted on December 3, 2025.

Acquisition Regulations were adopted at the same time with the aim of continuing efforts to professionalize the Sutton Municipal and School Library. These regulations establish a regulatory framework that ensures compliance with government laws and regulations, provides guidance for the library's daily activities, and promotes cooperation with other institutions.

Policy on the Prevention and Handling of Harassment, Violence, and Incivility in the Workplace

This policy was adopted in March 2026 and aims to:

  • Establish procedures for addressing situations of harassment, violence, or incivility in the workplace;
  • Maintain a work environment that protects the physical and psychological well-being of City employees and elected officials and safeguards their dignity;
  • Provide appropriate support, to the extent possible, to victims of harassment, incivility, or violence in the workplace;
  • Contribute to accountability, awareness, information, and training within the community;
  • Provide the necessary support to victims by establishing mechanisms for assistance and recourse.

By adopting this policy, the Town of Sutton clearly states that it will not tolerate any form of harassment, abuse of power, violence, or incivility directed at its employees and elected officials in the course of their work or duties, whether such harassment originates from Town employees, members of the Town Council, citizens, contractors, or suppliers. It commits to taking all reasonable measures to ensure this objective is achieved.

In particular, the Town will strive to raise awareness among all its employees of the need to prevent harassment, abuse of power, violence, or incivility and, where necessary, to address such issues promptly.

Non-Profit Organizations Recognition and Support Policy

The NPO Recognition and Support Policy is the result of a collective reflection by the Town of Sutton's administration and Municipal Council on the importance of partnership with the Sutton community.

It provides clear guidelines that establish transparent and equitable procedures by which municipal resources are distributed among recognized organizations, based on their relationship with the Town of Sutton.

Recognition applications can be submitted throughout the year.

Intervention and Prevention Plan to Counter Vandalism in Municipal Public Spaces

Adopted in May 2025, the Intervention and prevention plan to counter vandalism in municipal public spaces was developed by the Recreation, Community Life and Culture Department as part of the actions identified in the Family and Seniors Policy (Action 2.1.1).

While setting out measures to be taken as soon as an act of vandalism occurs, the plan also focuses on prevention to reduce the scope and frequency of such incidents. To this end, it will enable the implementation of coordinated actions with various community partners.

Town of Sutton Strategic Development Plan

In 2015, the town council and the administration began a three-year process to develop a strategic framework for this plan. This process formed part of a continuum that included public participation overseen by The Corporation de développement économique de Sutton (Sutton…vers 2035), and it culminated in the presentation of a framework that reflects the vision, mission, values, and concerns of the town’s citizenry.

At this point the Town of Sutton decided to design an integrated strategic development plan that would embrace both the multifaceted community inputs and the policies that had already been undertaken by the town, such as its Cultural Policy (2007), the Action Plan for Cultural Development (2012) and the Family and Seniors Municipal Policy (2012). The goal of this effort was to establish a coordinated vision for long-term development (10–12 years) along with a well researched strategic development plan.

Directive Regarding the Use of a Language Other Than the Official Language

In October 2025, the Town of Sutton adopted a Directive regarding the use of a language other than the official language in order to comply with the requirements of the Charter of the French Language (OQLF).

This directive is intended, in particular, for Town staff and Town Council members to inform them of the applicable rules of conduct regarding language within the municipal organization and the exceptions they may invoke in the course of their duties.

It should be noted that the Town of Sutton has retained its bilingual status pursuant to sections 29.1 and 29.2 of the Charter of the French Language and the resolution adopted by the Town on January 18, 2023, under number 2023-01-012.
