Summary of the Municipal Council Meeting of August 2, 2021

The municipal council meeting was held in public on Monday, August 2nd at the Saint-André church in Sutton. It was recorded and broadcasted on our YouTube channel. The official minutes of the meeting are also available on our website (in French only).

Summary of the highlights of the meeting

  • The Mayor congratulated the population for all the efforts they have made regarding the COVID-19 pandemic, which have made our municipality do rather well at the moment. However, he reminded us that we must not let our guard down and continue our collective effort.
  • The City has made a request to the Ministry of Agriculture, Fisheries and Food (MAPAQ) to recognize a greater choice of people able to evaluate the dangerousness of dogs (currently only veterinarians are authorized).  
  • Draft by-law RM 460 concerning peace, order and nuisances was tabled: if adopted, it will merge and replace our two current by-laws number 113 (By-law concerning nuisances) and number 262 (By-law concerning peace, order and nuisances).
  • Council approved the following hirings and confirmations of positions:
    • Ms. Brigitte Archambault was confirmed in the position of Secretary of the Planning and Land Use Department.
    • Ms. Nadia Girardot was confirmed as Parks Maintenance Worker.
    • Following the procedures of the job offer for the position of Cultural Officer, Ms. Marie-Claude Plasse was selected and hired. Our congratulations to her and our thanks to the candidates who applied. 
    • Ms. Sylvie Vézina was confirmed as a temporary replacement for the Coordinator of the Municipal and School Library during Ms. Lisa Charbonneau’s sabbatical leave.
  • Council approved an allocation of up to $25,000 from the wastewater reserve for sewer improvements on Maple Street.
  • Council authorized the signing of a deed of gift of vacant land located on lot 4 848 224 to Les Habitations abordables Sutton, as part of the 18-unit affordable housing project. See news item of November 2, 2020.
  • The council authorized the destruction of archived documents and will offer the population the possibility to take advantage of the free service of shredding personal documents. The scheduled date is September 29. More information will be communicated at a later date.
  • Council authorized the use of Park Fund monies for the design and development of a public bocce court at 7 Academy Street. More information will be forthcoming.
  • Council approved the support of the Parc d’environnement naturel de Sutton (PENS) for the realization of its project to expand the reception post, and granted financial support equivalent to 5% of the costs and up to a maximum of $10,000.
  • Council acknowledged receipt of a letter from the Ministry of Municipal Affairs and Housing (MMAH) confirming financial assistance of $164,581 for the maintenance of municipal buildings.
  • Council acknowledged receipt of a letter from the Ministry of Municipal Affairs and Housing (MAMH) confirming additional financial assistance of $376,137 from the 2019-2023 Gas Tax and Quebec Contribution Program (TECQ). This amount is for priority water and sewer line renewal and related road work.
